Randy Chapman is the recently retired executive director of Texas Legal Services Center (TLSC). For more than 25 years, he coordinated efforts among Legal Aid providers and Access to Justice partners to expand access to civil Legal Aid in Texas. Randy has worked with state elected officials and key access to justice partners to more than double available LSC funding for Legal Aid programs. Working with judicial leaders in Texas, Chapman identified untapped revenue channels for the expansion of civil Legal Aid. Chapman serves on the Supreme Court’s Judicial Committee on Information Technology. He previously served on and chaired the Supreme Court’s Grievance Oversight Committee. His primary area of practice is public utility law. Chapman attended Texas Tech University, American University, and the University of Houston. He received his Juris Doctorate degree from the Thurgood Marshall School of Law at Texas Southern University.
